Council Activities
5-Year State Plan
Every five years, the WVDDC develops a State Plan. The plan entails a comprehensive review of major service systems and issues in West Virginia where we outline goals, objectives and specific activities that will be implemented to bring about change. The State Plan guides the Council regarding how staff and fiscal resources are allocated. The Council State Plan is developed in accordance with the Developmental Disabilities Assistance and Bill of Rights Act of 2000.
The Council administers federal funds to develop and support innovative practices that promote the independence, productivity, integration, and inclusion of people with developmental disabilities in their communities. The issues and priorities identified by the Council for projects are based on the Council’s 5-Year State Plan.
2026-2031 State Plan Goals and Objectives
Goal 1 - Service System - The Council will help people with developmental disabilities, their families, and community members get the information they need and take part in advocacy to improve services and supports.
Objective 1.1: The Council will support and expand opportunities for people with I/DD, family members, and community members to learn about resources available to them and how and where to access them.
Objective 1.2: The Council will support self-advocates in activities, training, and leadership opportunities to enhance their skills and abilities to advocate for themselves on all choices affecting their lives.
Goal 2 - Advocacy - The Council will help create stronger support networks that prepare people with disabilities and their family members/caregivers to succeed.
Objective 2.1: The Council will support educators, families, and advocates to improve knowledge of West Virginia’s special education system to encourage student success.
Objective 2.2: The Council will support the increase of the number of people with disabilities who are working in competitive, integrated employment.
Goal 3 - Community Building and Engagement - The Council will strengthen West Virginia’s service systems by addressing unmet needs leading to lasting improvements for people with developmental disabilities and their communities.
Objective 3.1: The Council will collaborate with the DD Network partners and other state agencies or partners to identify gaps in services and respond to the needs of people with developmental disabilities.
Objective 3.2: The Council will work to increase the number of people who engage in public policy and systems change advocacy to support people with developmental disabilities to enjoy full, meaningful lives.
Objective 3.3: The Council will promote and engage in cross-disability advocacy efforts to address critical issues affecting people with disabilities.
2027 Annual Work Plan
Each year the Council is required to develop an annual work plan. This work plan details how the State Plan will be carried out that year.
